Govt to Allocate Tk593cr in FY26 Budget for July Uprising Martyrs, Injured
The government is preparing to allocate Tk593 crore under the social safety net programme in the upcoming fiscal year (FY26) to support the families of martyrs and those injured during the July-August uprising.
Finance ministry officials said Tk206.61 crore of the amount would be used for monthly allowances, while the rest would cover one-time financial grants. Currently, families of the martyrs and the injured receive no regular monthly support, unlike the Freedom Fighters of the Liberation War who are entitled to Tk20,000 per month.
Under the new plan, families of martyrs and Category A injured will each receive Tk20,000 monthly. Category B injured will get Tk15,000, and Category C injured Tk10,000 per month.
The move was first announced by Liberation War Affairs Adviser Farooq-e-Azam during the Deputy Commissioners’ Conference earlier this year. Initially, the Ministry of Liberation War Affairs had sought Tk637.80 crore, including Tk247.80 crore for one-time Tk30 lakh grants to the families of the martyred and Tk390 crore for the treatment and rehabilitation of the injured. However, the finance ministry had approved Tk232.60 crore for one-time grants, deferring the rest to the next fiscal.
Following a meeting at the Chief Adviser’s Office, it was decided to include monthly honorariums alongside one-off grants under the social assistance scheme, leading to the current Tk593.21 crore proposal submitted on 23 April.
Beneficiaries Breakdown:
Currently, 834 gazetted martyr families are recognized. Tk82.60 crore has already been allocated this fiscal year for Tk10 lakh grants to 826 families, with additional funds needed for the remaining eight. In FY26, another Tk166.80 crore will be provided, offering an additional Tk20 lakh per martyr family.
For the injured:
-
493 individuals are classified as Category A
-
908 as Category B
-
10,642 as Category C
-
7,000 students and civilians as Category D
-
2,416 individuals remain uncategorised
In the new budget, Tk139.37 crore is earmarked for treatment-related grants, where:
-
Category A injured will receive Tk3 lakh each
-
Category B will get Tk2 lakh
-
Category C will get Tk1 lakh
Additionally, Tk32 crore will fund monthly honorariums for martyrs’ families and Category A injured, Tk16.34 crore for Category B, and Tk127.70 crore for Category C.
For the 2,416 uncategorised injured, half will be treated as Category A and half as Category B, requiring Tk60.40 crore for one-time grants and Tk50.73 crore for monthly honorariums.
The upcoming FY26 budget marks a significant step in offering formal recognition and sustained financial support to the victims and families impacted by the historic uprising.
