This was announced by Indian Prime Minister Narendra Modi during a joint press conference with Russian President Vladimir Putin on Friday, following a meeting at Hyderabad House in New Delhi.

Highlighting the importance of cultural ties between India and Russia, Modi said,
"Connections between the citizens of both countries are always extremely important for bilateral relations. In this regard, India will launch 30-day free e-tourist visas and 30-day group tourist visas for Russian citizens."

He added, "Recently, two new Indian consulates were opened in Russia. These will make communication between the citizens of the two countries easier and will help strengthen mutual closeness."

Modi also said, "These consulates will enhance our diplomatic presence and will encourage further growth in trade, tourism, economy, science, technology, and educational and cultural relations."

The Prime Minister emphasized that this initiative will not only connect the peoples of the two countries but also create new energy and opportunities for both. He said India and Russia will work together in technical education, skill development, and training, while increasing exchanges of experience among students, researchers, and athletes.

Modi expressed, "I am fully confident that in the coming times, our friendship will provide the strength to face global challenges, and this mutual trust will enrich the future."

He also noted that last October, the exhibition of Buddha’s relics brought from India received an extraordinary response in Kalmykia, Russia, with thousands of devotees paying their respects at the monastery.
