Saudi Arabia Limits Outdoor Loudspeakers During Ramadan to Ensure Tranquility

Ministry of Islamic Affairs issues new guidelines to maintain calm and manage mosque operations during Ramadan.
Saudi Arabia has reinforced its policy limiting the use of outdoor loudspeakers at mosques during the holy month of Ramadan, emphasizing that only the adhan (call to prayer) and iqama (prayer initiation) are permitted through external speakers. The move is aimed at maintaining peace and tranquility in surrounding neighborhoods during the fasting period.
Government Directive
Sheikh Abdullatif Al Sheikh, the Minister of Islamic Affairs, Dawah, and Guidance, reaffirmed the policy in a recent statement, underscoring the importance of respecting the peaceful atmosphere of nearby residential areas. Under the new directive, all other prayers will be conducted internally within the mosques, and external speakers will remain off for any prayer recitations or religious activities other than the adhan and iqama.
Official Circular Issued for Ramadan
Along with this policy update, the Ministry of Islamic Affairs issued a circular outlining key preparations and regulations for mosques ahead of Ramadan. The circular stressed strict adherence to the official prayer times, which are based on the Umm Al-Qura calendar. In particular, the Isha prayer time must be accurately followed, and there should be adequate intervals between the adhan and iqama to ensure proper timing and structure of prayer.
Additional Mosque Guidelines
The circular also addressed several operational guidelines for mosque management during Ramadan. Iftar meals, which break the daily fast, are to be held in designated courtyard areas to prevent overcrowding and ensure a safe environment for worshippers. Furthermore, the distribution of water donations is to be carefully monitored to meet the needs of fasting individuals without excessive stockpiling.
In addition, mosque caretakers and maintenance teams have been instructed to heighten cleaning efforts, particularly in women’s prayer areas, to ensure that they are well-prepared and hygienic. The Ministry has emphasized the importance of maintaining the cleanliness and safety of mosque facilities, especially given the increased number of worshippers during Ramadan.
