Approval of the Police Commission Ordinance

The Advisory Council has approved the Police Commission Ordinance. Environment Adviser Syeda Rizwana Hasan said that the approval was given at a meeting held on Thursday (4 December), chaired by Chief Adviser Professor Muhammad Yunus.
Rizwana Hasan said that an ordinance has been passed to form a five-member Police Commission. The commission will be headed by a retired judge of the Supreme Court of Bangladesh, and its members will include a government official who has served as a district magistrate and is not below Grade-1, a retired police officer not below the rank of Additional Inspector General (Grade-1), a university professor who may be either currently serving or retired, and a person with at least fifteen years of experience working in the fields of human rights and good governance. She stated that the purpose of forming this Police Commission is to make the police more public-friendly and people-oriented. The commission will work jointly with the government and will recommend measures to ensure that the police can operate free from external influence.
It will also identify where modernization of the police is necessary and what kinds of training are required to make the force more sensitive to human rights. She further said that the commission has two additional important responsibilities: investigating and resolving citizens’ complaints against the police, and resolving any professional grievances raised by police personnel.
These, she said, are the main features of the Police Commission Ordinance. The ordinance outlines the commission’s duties, which include providing recommendations to enhance efficiency and excellence in police operations, establishing discipline, transparency, and accountability, investigating and resolving complaints from citizens, addressing the concerns of police personnel, and preparing work plans or recommending such plans to the government regarding capacity building, information technology training, welfare-based management, and related areas.
The commission will also make recommendations to the government after conducting research on laws related to policing.
