Documents Required for Expatriate Voter Registration

Ahead of the upcoming 13th National Parliamentary Election, the Election Commission (EC) is set to launch the Expatriate Voter Registration App on November 18. On this occasion, the Commission has issued a circular detailing the required documents and guidelines for Bangladeshi expatriates to register as voters.

According to the circular, expatriate Bangladeshis applying for voter registration and national ID cards must submit the following documents:
 

  • A completed online application form (Form-2K)

  • A copy of the Bangladeshi birth certificate (online verified)

  • A copy of a valid or expired Bangladeshi passport

  • A copy of a foreign passport, or alternatively, a citizenship verification certificate signed by three Bangladeshi citizens with valid NIDs residing in the same country (in the prescribed format)
     

In addition, applicants must provide:

  • Copies of the parents’ NID cards, birth certificates, and if applicable, death certificates

  • Passport copies, succession certificates, or citizenship/residency certificates from Bangladesh

  • One passport-size color photograph
     

If applicable, applicants may also need to submit:

  • Educational certificates (SSC/equivalent, JSC, or PEC)

  • Special information forms for designated areas under the EC (56 upazilas/thanas in the Chattogram division)

  • Marriage certificate (Nikahnama) and spouse’s NID card

  • Citizenship certificate issued by a councilor, chairman, mayor, CEO, or administrator

  • A utility bill or holding tax receipt showing the applicant’s address
     

The circular further states that, as per the appointment received from the relevant mission office, applicants must appear in person on the scheduled date to submit the required documents at the registration center (mission office) and provide biometric data (photo, fingerprints, iris scan, and signature).
 

Other relevant documents may also be submitted at the registration center. If necessary, a representative residing in Bangladesh may submit the documents on behalf of the applicant to the investigating officer/registration officer (concerned Upazila/Thana Election Officer).
 

Finally, based on the information provided in Form-2K, the concerned Upazila or Thana Election Officer will prepare an on-site verification report for the applicant’s designated voting area  a mandatory step for voter registration approval.
