Pakistan's New Nuclear Command Structure and Regional Alliances Reshape South Asia’s Strategic Landscape
The shifting nuclear command structure in Pakistan marks a significant departure from decades of restraint, raising concerns over regional instability and potential miscalculations. The passage of Pakistan's 27th Constitutional Amendment in November 2025 centralizes nuclear authority, placing unprecedented power in the hands of General Asim Munir, the Chief of Army Staff, and the newly appointed Chief of Defence Forces (CDF). This structural change dismantles the previously established National Command Authority (NCA), a system designed to prevent a single-point failure and ensure consensus in nuclear decision-making.
The centralization of power under General Munir and the creation of a new Commander of the National Strategic Command (NSC) have raised alarms about the risks of unchecked military control. Critics argue that this shift compromises the credibility of Pakistan's nuclear triad, sidelining the Navy and Air Force in favor of Army dominance. With the Army now holding complete authority over Pakistan’s nuclear arsenal, the line between conventional and nuclear command has blurred, increasing the risk of rapid escalation in a crisis.
On the international stage, Pakistan has forged new alliances, notably with Saudi Arabia, through the Strategic Mutual Defence Agreement (SMDA), and with the United States, which has moved closer to Pakistan under Trump’s administration. These alliances, while strategically advantageous for Pakistan, complicate India’s position and heighten regional tensions.
This consolidation of power in Pakistan, coupled with its new military alliances, signals a more aggressive posture in the region. The consequences of this shift could reshape the nuclear order in South Asia, threatening the delicate balance of peace that has been maintained for decades.
