According to officials familiar with the matter, the investigation is focused on whether statements made by Walz and Frey regarding thousands of Immigration and Customs Enforcement (ICE) and Border Patrol agents deployed to the Minneapolis–St. Paul region constitute a violation of a federal conspiracy statute aimed at preventing federal officers from carrying out their duties.

The probe follows weeks of tension in Minnesota triggered by the Operation Metro Surge immigration enforcement campaign ordered by President Donald Trump, which has resulted in thousands of arrests and heightened confrontations with local communities. The deployment intensified public scrutiny especially after the fatal shooting of Renee Good, a Minnesota resident killed by an ICE agent on January 7, which sparked protests and legal challenges.
