Zelensky Unveils Updated Peace Plan Offering Conditional Troop Withdrawal

Ukrainian President Volodymyr Zelensky has outlined a revised peace proposal aimed at ending the war with Russia. The plan includes potential Ukrainian troop withdrawal from the east in exchange for strong international security guarantees.
Ukrainian President Volodymyr Zelensky has revealed details of an updated 20-point peace plan that could allow for a conditional withdrawal of Ukrainian forces from parts of eastern Ukraine-one of Moscow’s long-standing demands.
Speaking after negotiations between U.S. and Ukrainian officials in Florida, Zelensky said the proposal represents the “main framework for ending the war.” He added that Russia is expected to respond after consultations with U.S. officials, with a reaction anticipated on Wednesday.
A central element of the plan is the provision of binding security guarantees from the United States, NATO, and European partners. These guarantees would commit allies to a coordinated military response if Russia were to invade Ukraine again in the future.
Addressing the sensitive issue of Ukraine’s eastern Donbas region, Zelensky said the proposal includes the possibility of establishing a “free economic zone” as a compromise solution. The idea is aimed at stabilizing the region economically while preserving Ukraine’s sovereignty.
While Kyiv has emphasized that any agreement must respect Ukraine’s territorial integrity, the plan marks one of the most detailed diplomatic efforts yet to outline a potential path toward ending the conflict. Russian officials have not publicly commented on the proposal so far.
